The welcome is for Major-General John Hendricken Hughes, appointed  Commanding General of the Philippine Division in 1937.  In 1940 he was appointed as Commanding General Philippine Department.  He retired 1940, and was recalled in 1941, serving until 1945. Photo taken 1 April 1939.
